I bought this from Rick Sternbach a few years back when he had them for sale through eBay. Makes a neat pencil holder for my workbench.
Found an eBay listing for one of his other cups: "This is an extra Klingon bloodwine cup, one of the smaller of the couple of different sizes seen on TNG and DS9 (for short Klingons who can't tolerate too much alcohol?). Finished off in a gray hammertone enamel, it's probably not recommended for actual drinking, but would make a dandy pen and pencil holder. Approximately 4" tall. Galleys in the Navy had those... undecorated. I wonder if they are in civilian institutional food services as well. There's a GFS store nearby...

Enameled metal. Looks like it could take a lot of punishment- such as being thrown across the room.
