If you've signed up for the contest (and have been given access) it's important to start your work in progress thread as soon as possible. The post can be a placeholder, allowing you to add/edit information accordingly. Many participants are experimenting with various concepts before ultimately deciding upon one.

You can change your mind as many times as you wish, leading up to the June 15th sign up / thread creation deadline. At which point all concepts will be "locked" and set in stone.
