I think one of the biggest reasons why the Romulans never attacked the Federation was: The Klingon Empire. If the Romulans attacked, that would leave their common border with the Klingons vulnerable....And all too soon, they'd be fighting a war on two fronts- one of the surest ways to be defeated.
And the same with the Klingons and the Federation.

Detente.

All it takes to break that detente is for two sides to cooperate long enough to take down the third. But then, there's so little trust between any two sides, they'd never get as far as making an agreement let alone following up on it without somebody getting stabbed in the back.

Little Trust indeed. A century after the Klingons and the Romulans got along long enough for cloaking technology to get transferred, and they STILL loath each other.

I'd spray on some dull coat, but I'm saving that for after I (eventually) apply some weathering. So... shiny for now.

Starfleet orders them from Klingon eBay and has them sent to a Klingon friend with a space truck just across the border.

The way I imagine it, Starfleet rebuilt key systems to use standard Starfleet parts. That's why the nacelles have red bussard collectors and blue flux chillers.
