Cool cutaway. I love cutaways.
But I have been, and always will be, 100% sure that the lower section is a science scan pod and maybe fuel storage. But all scan equipment (like airborne early warning and control mounted a plane), and no need for peeps down there.
Even the larger scaled up Oberths. I've always maintained that's the whole point of that design and see no reason or evidence since it came out to convince me otherwise.
