We do have tools and methods 1964 did not.

Actually, I was referring to the current 2016 restoration. The original bussard effect from the 60's was, in my opinion, superior to the current effect with LEDs. When you view the bussards from the side the smaller colored blinking lights basically disappear, probably due to the viewing angle limitations of the LEDs. They look nice from the front but not so much from the side. The Christmas tree bulbs had a much greater viewing angle than LEDs.

The sad thing is, there are LEDs with greater viewing angle. In fact, just filing the ends of a standard 7, 5, or 3mm LED flat will increase the viewing angle. I know the fives and the threes are available that way, from the factory.
