Yes you can use an insulin syringe to place CA glue, once.
I'm glad I saved a box of those things.

As fast as CA dries I doubt the needle would stay open for more than a few seconds. I have some empty single dose syringes from when my deceased father-in-law had to inject an anti-clotting drug into his legs.
Must be 20 or 30 of them in this plastic container. The needles are of a very small gauge. I've only used them a few times for injecting resin into small window openings or to apply CA along a hard to reach joint. They clog easily and are only good for a single use.

I have a single wire applicator that I sometimes use, nothing to clog and it will hold a single drop of glue. Most of the time I use micro brushes that I buy by the hundred.
