It should be at the top right tab of your User Control Panel (click on your name at the top right of the main page, below the AST banner).
Depending on your resolution settings it will either be displayed as a "Friend and Foes" tab or little square tab with three horizontal lines (meaning, more options).
I am not a fan of some of these icons, but it's the default user interface and progress/tweaks/bug fixing has been slow (all down to me). I am hoping for a more descriptive version at some point.

I got the foe/friends page... I just didn't get how to remove someone from the lists. But I figured it out! Thanks!

I never knew that option was available, but I guess I never felt the need to use one anyway.

I guess I need to get myself some foes
